The State Council on Developmental
Disabilities is pleased to welcome its newest Council Member
Lisa
Cooley
(individual consumer representative nominated by the Senate)
Council Members
The Governor appoints the Council's 29 members.
Some are appointed because they are individual/family consumers, some by
virtue of their position in state government, and some as representatives
of other organizations involved in this system. The
Assembly and Senate each
recommend one consumer for appointment by the Governor. Information on
applying to serve as a Governor's appointee is available through the

Under federal law, consumer representatives must comprise at least 60
percent of the Council membership. Federal law also specifies that
consumer representation be a combination of individual and family consumer
representatives. Since January 1, 2003, California law requires that 13 of
the 19 consumer members be from the Area Boards on Developmental
Disabilities (one from each "catchment area" served by
the 13 Area Boards). The following are current members who have been
appointed to three-year terms as individual or family consumer
