Council and Committee Structure
The 29-member California State Council on Developmental Disabilities is mandated by
state law to meet at least six times per year. Under its current schedule, the Council
meets on the third Monday and Tuesday of every other month. Due to recent
budget constraints all meetings have been held in Sacramento. This may
change in 2005.
Under the current by-laws there are three Council standing committees. Except when granted such authority by the full Council,
all Committee actions are advisory and come before the full Council for adoption. The
Council's committees are:
- Executive Committee
The Executive Committee serves as the
coordinating/ advisory body to the full Council. The Executive Committee is responsible for
the areas of administration, coordination, and oversight, as well as
the Council's sponsorships. The Executive Committee also
acts on behalf of the Council between Council meetings, but may not modify any actions
previously taken by the Council. Only Council Members may serve on the
Executive Committee.
- Quality Development Committee (QDC)
The Quality Development Committee monitors
implementation of the federal Developmental
Disabilities Assistance and Bill of Rights Act and California's Lanterman Act, including review and
comment on pertinent regulations and legislation, and review and report on systemic issues
referred to the Council. The Quality
Development Committee consists of 7-13 members, representing a blend of Council members
and other representatives of the developmental disabilities community in California.
- Planning and Program Development (PPD) Committee
The PPD Committee coordinates
assessment of unmet needs in the service delivery system, and development of the State Council on Developmental Disabilities State Plan.
It advises the Council in the development of policies and projects designed to improve the
quality of life for individuals with developmental disabilities and their families,
including the Council's Community
Program Development Grants. The
Committee's 7-13 members represent a blend of Council members and other representatives of the developmental disabilities community in California.
- Council Subcommittees, Task Forces and Ad Hoc Committees
In addition to the
Standing Committees, the Council may establish committees, subcommittees, ad-hoc
committees, and task forces to address specific topics. The membership, frequency of
meetings, and subject matters addressed vary on an as-needed basis.
