Area Board 13 encourages people with demonstrated interest and leadership in human service activities to submit applications for appointment to the Area Board. Persons with developmental disabilities, their parents, relatives, or guardians/conservators, and members of the public are eligible for appointment. Area Boards are responsible for ensuring the protection of the legal, civil, and service rights of persons who require services or who are receiving services through publicly funded agencies that serve or may serve persons with developmental disabilities. This includes, but is not limited to, the San Diego Regional Center and all public schools in San Diego and Imperial Counties.
Area Boards shall conduct capacity building activities and provide advocacy for systemic change to improve the lives of children and adults who have developmental disabilities.
Voting members of an Area Board shall not be employees of a state, local, or private agency or facility that provides services to persons with a developmental disability, or be a member of the governing board of any entity providing this service, when the service is funded in whole or in part by state funds.
Area Board 13 has 17 members, 12 appointed by the Boards of Supervisors of San Diego and Imperial Counties (6 from each county) and 5 appointed by the Governor of California. There are vacancies for the following appointments:

The Area Board meets six (6) times each year, alternating between San Diego and Imperial County. Meetings are conducted by videoconference, and all meeting sites are accessible and open to the public. Meeting times are from 7:00 pm to 9:00 pm. Members of the Board shall serve without compensation. Board members shall be reimbursed for expenses incurred in performing their duties, including mileage reimbursement.
